(a) With the approval of the Secretary, the Chairman of the Commission may adopt any bylaws and rules of procedure that the Chairman considers necessary to conduct the business of the Commission. (b) (1) The Commission shall meet at least twice each month and at any other time that the Chairman or the Secretary requests. (2) A majority of the members of the Commission constitutes a quorum for the conduct of its business.
