The new state treasurer shall, upon his election or appointment and qualification, give duplicate receipts for all property of the commonwealth transmitted to him, one of which shall be deposited with the state secretary; and such receipts shall be sufficient evidence for his predecessor of the delivery of said property, and shall be his sufficient discharge therefor.
