The board shall consist of five members, citizens of the commonwealth, four of whom shall have been principally engaged as dispensing opticians, as defined in section seventy-three C of chapter one hundred and twelve, for a period of not less than ten years and none of whom shall be in any way connected with any ophthalmic school or college. The fifth member shall be a representative of the public, subject to the provisions of section nine B. One member shall annually in January be appointed by the governor, for a term of five years.
