§ 8

Unless otherwise provided by law, all such appointments and removals shall be in accordance with chapter thirty-one.\nIn making such appointments, the secretary shall make every reasonable effort to assure that at least twenty-five per cent of all employees of the department are fifty-five years of age or older.
