The commission shall be staffed by a director appointed by the secretary, who shall not be subject to the provisions of chapter thirty-one nor the provisions of section nine A of chapter thirty, and by such technical and clerical staff as the secretary, subject to appropriation, may appoint in order to fulfill the requirements of this chapter. Said technical and clerical staff shall not be subject to the provisions of chapter thirty-one nor the provisions of section nine A of chapter thirty.
