The department shall, by regulation, establish reasonable registration and permit application fee schedules which shall be based upon, and not exceed, a reasonable portion of the estimated cost of processing, monitoring, administering and enforcing the registration statements and permits. The department shall collect registration and permit application fees in accordance with the fee schedule adopted pursuant to this section.
