The colonel shall prescribe a training program for persons who shall be enlisted for the first time in the department such that no person shall exercise police powers as such a uniformed member until he shall have been assigned to and satisfactorily completed such training program. The colonel shall also prescribe an in-service training program for uniformed members of the state police.
