The colonel may appoint two or more agents of the Massachusetts Society for the Prevention of Cruelty to Children as special state police officers for a term of three years, who shall serve without pay and shall have and exercise throughout the commonwealth the powers of state police officers to serve warrants and other criminal processes, except the authority to arrest without warrant.
