The colonel may appoint, transfer and remove experts, clerks and other assistants as he may deem necessary for the operation of the department; provided, however, that all such actions shall be exempt from the provisions of chapter thirty-one; and provided, further, that such positions shall be subject to the provisions of sections forty-five, forty-six and forty-six C of chapter thirty.
