The commissioner may make rules and regulations relative to the conduct of sales, entertainments, soliciting campaigns and other methods of raising funds for the benefit of blind persons, and may by such rules and regulations limit the amount of commissions and other compensation to be received by persons engaged in raising such funds. Such rules and regulations may provide penalties for the violation thereof not exceeding a fine of five hundred dollars for any particular offense.
