The award shall be presented to citizens of the commonwealth who have displayed extraordinary courage, bravery and heroism without regard for personal safety, in an effort to save the life of another.\nNominations for the award shall be made to an award selection committee in the Executive Office of Public Safety. The committee shall consist of the lieutenant governor, who shall be chairperson; 6 members to be appointed by the governor including: the surviving spouse or offspring of Madeline Amy Sweeney, or a designee, 2 members of the public safety community, and 3 members to include past Sweeney award recipients; and representatives of the Massachusetts 9/11 Fund, Inc.; 2 members appointed by the speaker of the house of representatives and 2 members appointed by the senate president.
