On or before July 1 of each year, the governor shall publish the allocation of commonwealth debt for capital facility projects for the fiscal year starting on July 1 of that year. A copy of the allocation shall be sent to the chairs of the house and senate committees on bonding, capital expenditures and state assets and shall be published electronically on the commonwealth's website.
