Article 22. Who may convene general courts-martial.\n(a) General courts-martial may be convened by the:\n(1) commander-in-chief;\n(2) adjutant general;\n(3) commanding officer of a force of the state military forces, including the air component commander or land component commander;\n(4) commanding officer of a division or a separate brigade; or\n(5) commanding officer of a separate wing.\n(b) If a commanding officer is an accuser, the court shall be convened by superior competent authority and may, in any case, be convened by such superior authority if considered desirable by that authority.
