The rights and powers granted to cities and towns by the provisions of section twenty-eight C of chapter forty-four shall apply to regional refuse disposal districts and for the purpose of said section twenty-eight C the chief executive officer of a regional refuse disposal district shall be the regional refuse disposal district committee.
