Any municipality may appropriate money for the benefit of an authority for organizational expenses, and for operating expenses and to transfer for use by any such authority, with or without consideration, any interest in real or personal property or interest therein for facilities, not directly related to a particular project or projects. Any municipality may appropriate money for planning and other preliminary expenses for a particular project or projects; provided, however, that such municipality shall be reimbursed from the proceeds of bonds issued to finance such project for all such advances.
