Such papers shall state the place where, and the day and hour prior to which, signed nomination papers shall be filed. On the back of each, the first sentence of section seven, sections forty-five and sixty, and sections ninety-six to one hundred and one, inclusive, shall be printed. They shall be delivered only to the chairman or secretary of the political committee for whose use they have been prepared.
