The state secretary or the city or town clerk, as the case may be, may provide a duplicate set of ballots for any polling place when he deems it necessary.\nWhere voting machines or electronic voting systems are used, the state secretary or the city or town clerk, as the case may be, shall provide sets of ballot labels equal to at least one and one half sets for each such machine or marking unit, provided that at least two sets are provided for each precinct. Official ballots shall also be furnished where voting machines are used, in accordance with section thirty-five A.
