Subject to appropriation, each municipality, regional school district, independent vocational school and county operating an agricultural school or vocational school shall receive chapter 70 school aid as provided in this chapter. Tuition payments required pursuant to section 89 of chapter 71 and section 12B of chapter 76 shall be deducted from such aid.
