Any provision of this chapter or of chapter eighty-five to the contrary notwithstanding, no motor vehicle, trailer, semi-trailer, or semi-trailer unit may be operated or permitted to operate on the System of Interstate and Defense Highways within this commonwealth with a gross vehicle weight or weight per axle such as would preclude the commonwealth from receiving federal highway aid funds under Title 23 of the United States Code.
