It shall adequately describe the registrant, and bear the following:—''Commonwealth of Massachusetts''—''identification card No. '', ''this card is provided solely for the purpose of establishing that the bearer described on the card was not a holder of a valid license to operate motor vehicles as of the date of issuance of this card''. The identification card shall be sealed in transparent plastic or similar substance.
