§ 2

There is hereby established in the department of highways a program to be known as the Gateway Roads Program for the purpose of undertaking improvements of the gateway roads defined in section one, which are deemed to be essential routes for the convenience of tourists entering the commonwealth and for the movement of commerce within the commonwealth.
