No trading stamp company shall cease the distribution and redemption of trading stamps in the commonwealth unless it notifies the state treasurer in writing at least ninety days prior to such cessation, and gives such written notice at such time to each retailer within the commonwealth which has at any time theretofore within one year issued trading stamps which the company is obligated to redeem.
