Weighing or measuring devices in possession of a merchant or vendor not used for buying or selling, or for weighing and measuring for hire or reward shall be plainly marked by the sealer with a notice that such articles have not been sealed under this chapter. Whoever removes said notice without the consent of the person affixing the same shall be punished by a fine of not more than fifty dollars or shall be subject to a civil citation as provided in section 29A.
