A copy of the report of the investigation by the department of public health or the board of health, or, in the cities of Boston, Worcester and Cambridge, the commissioner of housing inspection, certified as a true copy by the custodian of the records of such agency shall be admissible in any proceeding brought under section one hundred and twenty-seven C without further authentication, and shall be prima facie evidence of the facts stated therein.
