Such rules and regulations shall recognize the following goals and objectives for the use and disbursement of such funds:\n(1) maintenance and operation of regional emergency medical services councils;\n(2) maintenance and operation of regional communication centers; and\n(3) training of EMS personnel, such training to be interpreted to include initial training and recertification.
