As part of the application process, the commission shall screen each applicant for other sources of coverage and for potential eligibility for government programs, and to document the results of such screening. If the commission determines that an applicant is potentially eligible for Medicaid or another government program, the commission shall assist the applicant in applying for benefits under such program.
