He shall include in his application statements under oath satisfactory to the committee, showing that he possess the qualifications preliminary to examination required by section one hundred and fifty-two. He shall pay to the committee at the time of his filing such application a fee which shall be determined annually by the commissioner of administration under the provisions of section three B of chapter seven.
