On completion of the work of installation or alteration, the manufacturer of the elevator or the person making the alterations shall make a practical test of the safety devices of the elevator in the presence of an inspector assigned by the commissioner. If the test is satisfactory to said inspector, he shall issue a certificate approving the elevator and safety devices thereof.
