No employer shall give out any material or articles for homework through any homework contractors or distributors. No person other than an employer shall distribute to anyone any materials or articles for industrial homework.\nIndustrial homework shall be performed only if the employer maintains a plant or factory in this commonwealth or maintains a place of employment in this commonwealth other than a home.
