Official stenographers, and all additional and temporary stenographers, appointed by the justices of the superior court shall receive salaries which shall be established from time to time by said justices which shall be paid by the commonwealth. Such official stenographers and additional and temporary stenographers shall receive such reasonable and actual expenses for travel, food and lodging as the administrative justice may allow.
