\nSec. 4.\nExcept to the extent limited or abrogated by article V, section 2 or article IV, section 6, temporary commissions or agencies for special purposes with a life of no more than two years may be established by law and need not be allocated within a principal department.\nHistory:\nConst. 1963, Art.
