168.14 Locked and sealed; definition. Sec. 14. The term 'locked and sealed', or terms of similar import, when used in this act to refer to locking and sealing of ballot boxes means sealed with a numbered flat metal seal furnished by the election commission and do not mean that a padlock is required.
