28.841 Program not entitlement or right; administration of program subject to appropriation.Sec. 11. This program does not create an entitlement or right to use the program. The department is not required to administer this program unless the legislature appropriates sufficient funds for the program. The department may administer the program subject to any limitations the department considers necessary or appropriate in the absence of the legislature appropriating funds for the program.
