§ 333.13711

333.13711 Licensing requirements for design, construction, and operation of disposal site. Sec. 13711. The licensing requirements for the design, construction, and operation of the disposal site shall be at least as stringent as all applicable federal design, construction, and operating requirements. The director, following consultation with the department of natural resources, shall establish requirements for the design, construction, and operation of the disposal site that reflect those practices that are necessary to protect the public health, safety, and welfare, and the environment, and that include at least all of the following: (a) Requirements and performance standards for the operation of the disposal site. (b) Requirements and standards for the keeping of records and the reporting and retaining of data collected by the authority. (c) Requirements, training, and standards for the personnel who operate, monitor, and maintain the disposal site. (d) Requirements and standards for the emergency closure of the disposal site. (e) Requirements and standards for the postclosure observation and maintenance, and postclosure ownership, monitoring, maintenance, and use, if any, of
