38.1039 Board of trustees; appointment of secretary and administrative personnel. Sec. 39. The board shall appoint a secretary and employ such other actuarial, medical, clerical or other help as shall from time to time be required for the efficient administration of the system and determine and fix the rate of pay of such persons.
