390.975a State competitive scholarships; award of honorary scholarships, publication of names. Sec. 5a. The authority may award honorary scholarship certificates to those applicants who would otherwise be eligible for a scholarship under this act but because of the lack of financial need are not eligible for a monetary scholarship.
