45.92 Purchase of perishable supplies; rules and regulations. Sec. 12. The purchasing agent shall frame and transmit to each county institution a system of rules and regulations for the purchase of such supplies as are strictly perishable in their character, and to which conformity by all the county institutions is hereby required.
