8.21 Acts and joint resolutions; binding. Sec. 1. That the secretary of state be, and he is hereby required, to cause to be arranged and bound in a substantial manner, all acts and joint resolutions of the several legislatures of this state, which become laws under the constitution, so far as the same may be on file in his office.
