67.31 Private drains; connection to public sewers; charge; collection. Sec. 31. The council may charge and collect annually from persons whose premises are connected by private drains with the public sewers, a reasonable sum in proportion to the amount of drainage through the private drain. The charge shall be a lien upon the premises, and may be collected by special assessment. History: 1895, Act 3, Imd. Eff.
