103E.331 JURISDICTION OF PROPERTY BY DRAINAGE AUTHORITY. After the final hearing notice is given, the drainage authority has jurisdiction of all property described in the detailed survey report and viewers' report, of the persons and municipalities named in the reports, and of persons having an interest in a mortgage, lien, or encumbrance against property described in the reports.
