103F.115 PRIORITY FOR REDUCING FLOOD DAMAGE. Floodplain management ordinances are to be given primary consideration in the reduction of flood damage in the state and alternative methods for reducing flood damage may not be carried out before adoption of floodplain management ordinances by local governmental units.
