103G.711 STATE'S OWNERSHIP OF BED OF NAVIGABLE RIVER. The ownership of the bed and the land under the waters of all rivers in the state that are navigable for commercial purposes are in the state in fee simple, subject only to the regulations made by the United States with regard to the public navigation and commerce and the lawful use by the public while on the waters.
