115.067 BELOW-GRADE DISPOSAL SYSTEMS; PROHIBITION; EXCEPTION. The construction or operation of a depository for hazardous waste or radioactive waste in whole or in part below the natural grade of the land where it is located is prohibited unless the person proposing to construct or operate the depository demonstrates that the depository cannot reasonably be expected to cause the pollution of potable water.
