120A.10 SCHOOL LAW QUESTIONS TO ATTORNEY GENERAL. If there be any doubt as to the proper construction of any part of the state school laws, the commissioner, at the request of any public officer, shall submit such question to the attorney general, who shall give a written opinion thereon and such opinion shall be binding until annulled or overruled by a court.
