142D.122 FEDERAL REQUIREMENTS.Programs and the commissioner shall comply with federal regulations governing the federal Head Start program, except for funding for innovative initiatives under section 142D.123 as approved by the commissioner, which may be used to operate differently than federal Head Start regulations.
