144.84 CIVIL SERVICE CLASSIFICATION. The commissioner of management and budget and the Civil Service Commission shall establish a classification to be known as 'counselor on alcoholism' the qualifications of which shall give recognition to the value and desirability of recovered alcoholics in performing the duties of their employment.
