168.326 EXPEDITED DRIVER AND VEHICLE SERVICES; FEE. (a) When an applicant requests and pays an expedited service fee of $20, in addition to other specified and statutorily mandated fees and taxes, the commissioner shall expedite the processing of an application for a driver's license, driving instruction permit, Minnesota identification card, or vehicle title transaction. (b) A driver's license agent or deputy registrar may retain $10 of the expedited service fee for each expedited service request processed by the licensing agent or deputy registrar. (c) When expedited service is requested, materials must be mailed or delivered to the requester within three days of receipt of the expedited service fee excluding Saturdays, Sundays, or the holidays listed in section 645.44, subdivision 5. The requester shall comply with all relevant requirements of the requested document. (d) The commissioner may decline to accept an expedited service request if it is apparent at the time it is made that the request cannot be granted. (e) The expedited service fees collected under this section minus any portion retained by a licensing agent or deputy registrar under paragraph (b) must be paid into at the request cannot be granted. (e) The expedited service fees collected under this section minus any portion retained by a licensing agent or deputy registrar under paragraph (b) must be paid into the driver and vehicle services operating account under section 299A.705.
