192.28 FIRING BLANK CARTRIDGES ON MOB OR UNLAWFUL ASSEMBLAGE. No officer in charge of personnel, under any pretense or in compliance with any order, shall direct or permit them to fire blank cartridges upon any mob or unlawful assemblage, under penalty of dishonorable dismissal from the service.
