256.023 ONE HUNDRED PERCENT COUNTY ASSISTANCE. The commissioner of human services may maintain client records and issue public assistance benefits that are over state and federal standards or that are not required by state or federal law, providing the cost of benefits is paid by the counties to the Department of Human Services.
