383C.233 ROAD EQUIPMENT; RENTALS. Notwithstanding the provisions of any other law to the contrary, the county of St. Louis may enter into rental purchase agreements or conditional sales agreements for the acquisition of road equipment, provided that under such agreements the seller is confined to the remedy of recovery of property in case of nonpayment of all or part of the purchase price, which shall be payable over a period not to exceed five years.
